ABOUT US

Safe Harbor Child Advocacy Center, Inc. is a nonprofit corporation charted with the State of Tennessee on September 1, 2005 out of Sevier County, Tennessee to serve the 4th Judicial District, consisting of Cocke, Grainger, Jefferson & Sevier Counties..

Safe Harbor is a child advocacy center as defined and required under § 9-4-213 of Tennessee Code Annotated.  SafeHarbor serves as a central hub for all of the investigative and post-trauma counseling processes for child-victims of sexual abuse, physical abuse and/or severe neglect.

Investigative efforts are to be conducted in accordance with § 37-1-607 of Tennessee Code Annotated, which calls for the use of a multi-disciplinary Child Protective Investigative Team (CPIT).  Administrative Policies and Procedures 14.4, detailing the investigative jurisdiction of child protective services cases, of the Tennessee Department of Children’s Services, provides determining factors for the determination of jurisdiction and investigative tasks.

By § 37-1-607, the Department of Children’s Services is mandated a lead role to “coordinate” the investigative CPIT investigative efforts on all matters of child abuse.  The full scope of powers vested in the Department of Children’s Services is outlined in § 37-5-106 of Tennessee Code Annotated.
